The Public Safety and Homeland Security Bureau, in coordination with the International Bureau, Media Bureau, Wireline Competition Bureau, and Wireless Telecommunications Bureau, last week announced procedures to help communications service providers initiate, resume, and maintain operations in preparation for, and in the aftermath of, Hurricane Delta.
Guidance for the Wireless Telecommunications Bureau is as follows:
“Special Temporary Authority: Emergency requests for STA prompted by the effects of Hurricane Delta and filed pursuant to section 1.931 of the Commission’s rules may be submitted by informal letter or email or, if necessary, by telephone. Licensees may file requests electronically through the Universal Licensing System. All requests shall provide the technical parameters of the proposed operation and a point of contact. These requests will be handled as expeditiously as possible.”
To file STA requests via email or fax, or to receive an oral STA during regular business hours, licensees may contact the following personnel:

Licensees are reminded that sections 22.307, 90.407, and 101.205 of the Commission’s rules address operation during periods of emergency for licensees authorized under these rule parts. These rules allow licensees to provide emergency communications during a period of emergency in a manner or configuration not specified in the station authorization or in the rules governing such stations. In addition, during evening hours, weekends, and holidays, licensees needing FCC emergency assistance or STA requests can call the FCC’s Operations Center, which is open 24 hours a day, 7 days a week, at (202) 418-1122 or by email at FCCOPS@fcc.gov.
